What is e-Government?

E-Government is the use of information and communications technologies to optimize government services delivery. E-Government is considered a long term commitment by government to improve the relationship between the citizen, business constituents, industries and the public sector through enhanced, cost-effective and efficient delivery of government services, information and knowledge.

The Egyptian government announced an E-government initiative in July 2001 with the aim of reaching a new level of convenience in government services, securing a place for the Egyptian government in the globalization, knowledge bases era.

What are the major objectives of the Egyptian e-government initiative?

  • Delivering services to the public where they are, in the format that suits them, at the right time and allowing them to share in the decision making process.
  • Creating conducive environment to investors by streamlining procedures, easing access to government services and providing one-stop shopping for essential business services, Thus encouraging foreign and local investment.
  • Providing accurate and updated information to support the decision making process, and to help in planning and following up on the different long-term development initiatives.
  • Deploying new philosophies and practices of modern management in the government in a mode that will make government operations more efficient and cost effective.
  • Reducing government expenditure by introducing new models for procurement, and Enterprise Resource Planning (ERP).
  • Fostering local competitiveness and increasing globalization readiness to ensure the smooth integration of the Egyptian government in the global community both regionally and internationally.

Why do we need an Egyptian government portal?

An e-Government portal is a one stop shop for all government services. The portal is the link to the widest possible range of government services and information, It provides a single interface through which a multiplicity of Egyptian ministries and government bodies can provide their services to the public. Through the portal citizens, investors, companies, and foreigners can get the government service they want without having to deal with multiple government offices. All you have to do is to approach the service electronically, and the portal will handle all the back office process. The concept of the portal is essential for the sake of standardization and it's also a great help to the public.

What kind of services does the gateway offer?

The Gateway offers complete government services over networks, It offers inquiry services, payment services, a complete guide to government procedures and forms. The services offered by the gateway are directed to citizens, investors and companies, exporters, suppliers, and foreigners.

Is the Internet the only way to get the e-Government services?

The internet is the main route to get the e-Government service, Yet it's not the only way. The e-Government offers some of its services through the fixed and mobile phones. Moreover, the government will establish citizen services centers in postal offices, IT clubs, centrals, and kiosks for those who don't have access to a PCs at home.

Who is sponsoring the e-Government initiative?

The Egyptian e-Government initiative is being sponsored by the Ministry of State for Administrative Development in cooperation with the Ministry of Communication and Information technology, Interior, Justice, Finance, Supply and Trade, Electricity and Power, Industry, Foreign Affairs, Foreign trade, and will eventually involve all Egyptian ministries and government bodies.

What about the Security and Privacy of the bawaba?

The Bawaba holds two kinds of data:

  • The user credentials data (username and password) that will be used by the user to access the Bawaba.
    This data is kept on a database system that is fast, resilient and secured by one level of firewalls. Some government service providers such as the electricity company, will add some complexity to the logon credentials by adding a verification code. This verification code will act as a third dimension to secure access to User Actual Data.
  • The second type is the User Actual Data such as the user phone bill, electricity bill, etc …. These data are kept on servers at the ministry side, which is secured by 3 levels of firewalls.

Why do I need to register for the portal?

By registering for the portal, we are able to save all of your service credentials for you. This means that you will only have to remember your Bawaba username and password in order to access all of the services you enrolled for. To do this, be sure to select the option “Save my username/password” for each service.

Why do I need to register to some of the services?

To protect your private information, some service providers require an extra level of authentication. This protects your private information from being viewed by others.
